Grants of up to $15,000 to New York nonprofit organizations, government agencies, and for-profits to help in the prevention, treatment, and recovery of substance abuse. Funding is intended to help address addiction, especially in underserved regions of the state. Eligible uses of funds are to buy and install telepractice equipment.

OASAS will issue awards with a maximum amount of $15,000 each.

Term of Contract:

The grant year ends September 29, 2020 and all funds must be expended by that time.

Additional Eligibility Criteria:

Eligible applicants:
- Outpatient programs certified pursuant to 14 NYCRR Part 822, operated by a voluntary agency, Local Government Unit (LGU) or for-profit, not including outpatient rehabilitation programs.
- Outpatient programs providing opioid full agonist medications (Opioid Treatment Programs or OTPs) may be included if they demonstrate how they will expand access to MAT and other services (such as providing buprenorphine and/or peer support services).
- Providers that operate multiple outpatient/opioid treatment programs may not apply for multiple awards.
- Providers who received a Telepractice award through the SOR Telepractice RFA issued in January 2020 and any COTI providers are not eligible to receive an award through this RFA.

For purposes of this procurement, voluntary agency and LGU are defined as:
- Voluntary Agencies: As defined in New York State Mental Hygiene Law, section 41.03 paragraph 11, a voluntary agency means a corporation organized or existing pursuant to the not-for-profit law for the purpose of providing local services.
- Local Governmental Unit: As defined in New York State Mental Hygiene Law, Section 41.03 paragraph 5, Local Governmental Unit “means the unit of local government given authority in accordance with this chapter by local government to provide local services.”

Pre-Application Information:

Applications will be accepted beginning July 27 and will continue to be accepted on a rolling basis until all funds are issued. OASAS will begin issuing awards August 1, 2020. The last date for accepting applications is August 30, 2020 regardless of any remaining funding.
