Grant to a New York City nonprofit organization, for-profit, or government agency to evaluate a public justice program. The purpose of this funding is to evaluate the current program and understand its effectiveness and provide feedback regarding the continuation of the program.

Navigators connect individuals to the resources and services they need to improve their well-being and to prevent undesired outcomes, including criminal justice involvement and victimization. The investment is part of DANY’s efforts to improve support for young people and families.

The Manhattan District Attorney’s Office (DANY) has committed to investing funds through its Criminal Justice Investment Initiative (CJII) to support impactful projects that improve public safety and promote a fair and efficient justice system in New York City. Through CJII, DANY has established the Community Navigator Program, which supports a network of Navigators to connect individuals with unmet needs to vital services; guide individuals across numerous systems, city agencies, and organizations; and increase coordination among service providers. The investment is part of DANY’s investments in enhancing effectiveness across systems, detailed in the CJII Strategic Plan, which collectively aim to prevent crime, improve public safety, and reduce involvement in the justice system. This RFP solicits proposals for a process evaluation of the Community Navigator Program.

The Community Navigator Program investment is situated within a broader approach to strengthening young people and families (see CJII.org for more information). Services to which Navigators connect clients include, but are not limited to:

  • Employment and workforce development opportunities
  • Education support and training
  • Life skills
  • Family strengthening support and parenting skills
  • Trauma-specific services
  • Mental health screening and counseling
  • Substance abuse services (including treatment and harm reduction)
  • Medical and dental services
  • Identification and documentation assistance
  • Mediation
  • Crime victim services
  • Housing assistance and placement
  • Legal advocacy and access to benefits
  • Young adult programming
  • Other supports/opportunities

Estimated Size of Grant:

The Manhattan District Attorney’s Office anticipates funding for the process evaluation to be up to $200,000

Term of Contract:

Anticipated Contract Start Date: Late Spring 2020

DANY anticipates awarding one contract for the process evaluation, which would provide funding for over 1.5 years.

Additional Eligibility Criteria:

For-profits, non-profits, and government agencies are eligible to apply. Non-profits without 501(c)(3) status are required to have a fiscal sponsor in place upon proposal submission.

In such instances, applicants should state the name of the fiscal sponsor; outline the responsibilities of the fiscal sponsor; and outline their obligations to the fiscal sponsor. Applicants should also submit any fiscal sponsorship agreement. If the applicant has a fiscal sponsor, any fees charged by the sponsor should be included and clearly labeled in the budget.

- Answers to all questions will be available as an addendum to this RFP by 11:59pm EST on Friday, December 20, 2019.
- Proposal Due Date: Proposal submissions are due Friday, January 17, 2020, at 11:59pm EST.
