Cooperative agreements to USA government agencies, nonprofits, IHEs, Tribes and tribal authorities, for-profits, and planning entities to improve public housing programs and policies. Applicants are advised that required registrations may take several weeks to complete. These grants are intended to provide support for capacity building and technical assistance initiatives. Preference will be given to applicants that are Historically Black Colleges or Universities (HBCUs).

The Community Compass Technical Assistance and Capacity Building Program NOFA is a funding opportunity in which an applicant competes to receive funds to become a Technical Assistance (TA) Provider to HUD grantees and subgrantees, such as Public Housing Authorities, Continuums of Care, and Tribally-Designated Housing Entities. If an applicant is awarded funds under this NOFA, the applicant will be eligible to receive TA assignments from HUD under HUD’s demand-response system for TA.

Under the Community Compass Program, HUD, its customers, and/or its partners identify TA needs of HUD grantees and subgrantees, and then HUD tasks specific TA Providers to respond to the identified needs. Community Compass is designed to help HUD’s customers navigate complex housing and community development challenges by equipping them with the knowledge, skills, tools, capacity, and systems to implement HUD programs and policies successfully and sustainably and provide effective administrative and managerial oversight of HUD funding.

Additional Eligibility Criteria:

In addition to the list above, eligible applicants include:
- NAHASDA-eligible Indian tribes as defined at Section 4(13) of NAHASDA
- TDHEs as defined at Section 4(22) of NAHASDA
- National or regional organizations representing Native American housing interests
- Metropolitan Planning Organizations, Councils of Government, or other regional
planning entities

An organization that applies under this NOFA is prohibited from being listed as a contractor or consultant on any other application under this NOFA. Contractors and consultants may be included in multiple applications only if they themselves do not apply. An applicant organization that is included as a contractor or consultant within another application will be ineligible to receive an award.

Applicants must be registered with https://www.sam.gov/SAM and provide a valid DUNS number (obtained for free from Dun & Bradstreet at https://www.dnb.com/). Anyone planning to submit applications on behalf of an organization must register at grants.gov and be approved by the EBiz POC in SAM to submit applications for the organization. Registration for SAM and grants.gov is a multi-step process and can take four (4) weeks or longer to complete if data issues arise.

HUD strongly recommends applications be submitted at least 48 hours before the deadline and during regular business hours to allow enough time to correct errors or overcome other problems.

Grantees are reimbursed on a monthly basis. Advance payments are not permitted.
