Grants of up to $80,000 to USA and Israel nonprofits, IHEs, government research institutions, and hospitals for collaborative economic research. Funding is intended to support research related to the American economy, including its processes and institutions, as part of a global economy.

This program also strengthens both empirical and theoretical economic analysis as well as the methods for rigorous research on economic behavior. It supports research in almost every area of economics, including econometrics, economic history, environmental economics, finance, industrial organization, international economics, labor economics, macroeconomics, mathematical economics, and public finance. 

The program also funds conferences and interdisciplinary research that strengthens links among economics and the other social and behavioral sciences as well as mathematics and statistics.

Cooperation should involve joint planning of research and evaluation of results, and may take the form of:

  • Joint research activities where interdependent projects of a single program are conducted in different laboratories and may involve shared funding or different sources of funding.
  • Provision of research facilities, materials, equipment and/or services to cooperating scientists.
  • Exchange of personnel

Estimated Size of Grant:

The size of the grant to the Israeli is expected to be larger than traditional BSF grants, possibly up to $80,000/year for experimental studies and $55,000/year for theoretical and computer based studies (including 15% overhead). These sums are subject to the availability of funds. If more than a single Israeli group is involved in the research, the budget may be increased by up to 50%.

Term of Contract:

Duration of grants to Israelis will generally be 3 years, but will follow the approved grant length to the US partner(s).

Additional Eligibility Criteria:

Applications must be written jointly by an Israeli scientist and an US scientist from a US research institution.

For the BSF submission: Israeli principal investigators must have obtained a PhD, MD or an equivalent degree, and must be faculty members or the equivalent of the submitting institutions. Graduate students or postgraduate fellows are not eligible to submit applications.

Scientists who wish to apply for grants must submit their applications through a legal entity. The BSF accepts research applications from nonprofit organizations only, including institutions of higher learning, government research institutions, and hospitals. Although applications cannot be submitted by for-profit or industrial organizations, one of the principal investigators may be affiliated with such an organization. However, the research performed by the investigator affiliated with a for-profit organization will not be funded by the BSF, unless specified differently.

According to the agreement between the U.S. and Israeli governments, projects sponsored by the Foundation may not be conducted in geographic areas which came under the administration of the Government of Israel after June 5, 1967 and may not relate to subjects primarily pertinent to such areas.

Furthermore, the BSF reserves the right to reject applications involving, directly or indirectly, the Arab-Israeli conflict, if in its sole discretion it deems such applications not to be consistent with the mission of the foundation. In addition, any application that is related to any aspect of the Arab-Israeli conflict should be discussed with the BSF staff before submission.

A U.S. scientist submitting an application with an Israeli colleague to the NSF, is only subject to the NSF eligibility rules.

BSF money cannot be used for the U.S. side of the grant, even not for travel of the US PI to Israel.

In order to submit an application, all the investigators must be registered in the BSF system.

Only the Israeli investigators need to open an application. They will be referred to as the Initiators. The initiator has to upload all relevant information regarding the U.S. collaborator.

The NSF accepts applications only from U.S. scientists. Submission to the NSF should be made by the U.S. PI alone, who has to note in the cover page that it is an “NSF-BSF Application” (the Israeli does not appear as a formal co-PI on the application). In the U.S.-Israeli applications, the role of the Israeli partner(s) must be described. Furthermore, it should be clearly explained why the contribution of the Israeli PI to the research project is important/essential.

Prior to submission, U.S. applicants should contact the appropriate NSF program manager to discuss the research focus of their international project.
