Grants to USA tribal organizations and state agencies to support elderly populations impacted by natural disasters. Applicants are advised that required registrations may take several weeks to complete. Applicants must consult with program staff prior to applying. Funding amounts will be determined according to the number of older adults affected and the severity of need.

Grants awarded under this announcement are to provide disaster reimbursement and assistance funds to those State Units on Aging (SUAs), and federally recognized Tribal Organizations who are currently receiving a grant under Title VI of the Older Americans Act (OAA), as amended. These funds only become available when the President declares a Major Disaster under the Stafford Act and may only be used in those areas designated in the Major Disaster Declaration issued by the President of the United States.

The amount of funding available to applicants is determined by three factors: (1) the number of older persons affected; (2) the amount and severity of need, and (3) the amount of disaster funds available as prescribed in the Older Americans Act (OAA).

Funds typically requested are for the following OAA Title III types of gap-filling services: outreach, information and assistance, counseling, case management, advocacy on behalf of older persons unable or reluctant to speak for themselves, and staff overtime. Funds may be used for additional food, supplies, extra home delivered meals, home clean up and safety, emergency medications, transportation and other such immediate needs. OAA funds may be used for permissible expenses incurred which are not or cannot be paid for through other disaster funding resources. Total funding available for disaster assistance is subject to the availability of funds appropriated under the OAA.

The average grant award for Tribes is $30,000 and $50,000 for State Units on Aging. The amount of funds requested should be discussed with Regional staff before the application is completed.

Term of Contract:

This grant covers a 12-month project period and budget period.

Eligible Applicants:
1. State Units on Aging in states for which some or all of the state has been declared a federal disaster area by the President of the United States.
2. Federally recognized tribal organizations within the areas declared a federal disaster area by the President of the United States who are receiving a grant under Title VI of the Older Americans Act, as amended.

State Units on Aging (SUAs) are designated state-level agencies that are responsible for developing and administering multi-year state plans that advocate for and provide assistance to older residents, their families, and, in many states, for adults with physical disabilities. The 56 SUAs are located in each of the 50 states as well as the District of Columbia, Guam, Puerto Rico, American Samoa, the Mariana Islands, and the Virgin Islands.

Funding Restrictions:
The following activities are not fundable:
- Construction and/or major rehabilitation of buildings
- Basic research (e.g. scientific or medical experiments)
- Continuation of existing projects without expansion or new and innovative approaches

Cost Sharing or Matching Requirement: No

You are strongly encouraged to submit your application a minimum of 3-5 days prior to the application closing date. Do not wait until the last day in the event you encounter technical difficulties, either on your end with Grants.gov. Grants.gov can take up to 48 hours to notify you of a successful submission.

Eligible SUAs and Title VI grantees should discuss their intent to apply and work with ACL Regional Office before submitting a formal application. Providing a draft of the narrative justification for the application to the Regional Office will help expedite the processing of an award.

The Grants.gov registration process can take several days. If your organization is not currently registered, please begin this process immediately.

All applicants must have a DUNS number and be registered with the System for Award Management (SAM) and maintain an active SAM registration until the application process is complete, and should a grant be made, throughout the life of the award. Applicants should allot sufficient time prior to the application deadline to finalize a new, or renew an existing registration. This action should allow you time to resolve any issues that may arise. Failure to comply with these requirements may result in your inability to submit your application or receive an award. Maintain documentation (with dates) of your efforts to register or renew at least two weeks before the deadline.
